When starting my computer a message comes up saying DEP has closed a programme to protect my computer. The programme is a cookie converter! My desktop icons have gone and I can only access interent by creating a new task. I have windows xp and do not know what to do. I have no start button so can not get into control panel. What do I do???

I looked at all the fuses in the engine bay and I also looked at those in the cabin. I saw no bad fuses. My 12v line from my custom stereo made contact with the car’s body. And the interior lights, head light, power locks never worked ever after. Anyone know whats happening?
