I wish to lock my computer and I am curious on how the cable locks work. Can anyone tell me?

I followed the instructions in my owners manual and the locks wont lock when I put the vehicle into gear. The horn honks to let me know that it was accepted.

I’m assuming they’re close to similar across bikes, but for clarification I have a ninja 500 ’97. The two locks are located just above the rear wheel, attached below the seat. Do I lock the helmet to that little bar? If so, how?
